Dataset description

Taajamat ovat osa yhdyskuntarakenteen aluejakoja. Suomen ympäristökeskuksen tuottama taajamarajaus on Suomen virallinen taajamarajaus, jota Tilastokeskus käyttää tilastoinnissaan. Taajamalla tarkoitetaan vähintään 200 asukkaan taajaan rakennettua aluetta. Rajaus perustuu 250 m x 250 m ruudukkoon, jossa huomioidaan asukasluvun lisäksi rakennusten lukumäärä, kerrosala ja keskittyneisyys. Rajaus on sekä ajallisesti että alueellisesti vertailukelpoinen. Rajaus on hieman tiukempi kuin yleinen pohjoismainen taajamarajaus (vähintään 200 asukasta ja rakennusten välinen etäisyys alle 200m). 100 % vettä sisältävät ruudut eivät kuulu taajamiin. Taajama-aineisto sisältää seuraavat ominaisuustiedot: maa- ja vesipinta-alat neliökilometreinä, väkiluku, Tilastokeskuksen antama taajaman yksilöivä tunnus sekä taajaman suomenkielinen ja ruotsinkielinen nimi. Aineisto kuuluu SYKEn avoimiin aineistoihin (CC BY 4.0). Aineisto on saatavilla vuodesta 2012 lähtien vuosittain. Tietyn vuoden tilannetta kuvaava taajamarajaus laaditaan seuraavan vuoden aikana (esimerkiksi vuoden 2012 taajamarajaus on tehty vuonna 2013). Käyttötarkoitus: Yhdyskuntarakenteen aluejaot on rajattu Suomen ympäristökeskuksessa yhdyskuntarakenteen seurannan tarpeisiin. Yhdyskuntarakenteen jakaminen taaja- ja haja-asutukseen on yksi valtakunnallisen yhdyskuntarakenteen seurannan perusjaoista. Maankäytön ohjauskeinojen kannalta juuri taaja-asutuksen muodostuminen on ollut tärkeä peruste maankäytön suunnittelulle. The delineation of densely populated areas, localities, is an essential basis in planning, steering and monitoring land use. Formerly the delineation of localities was produced by Statistics Finland. This method followed the Nordic standard of localities ('tätort', 'byområde', 'tettsted', 'taajama'), where the distance between buildings is generally less than 200 meters and the population of the locality exceed 200 inhabitants. However, the delineation method changed in time. Therefore comparable information since 1980 based on this Nordic method is not available. Nowadays the delineation of localities is produced on the basis of the Monitoring System of Spatial Structure and Urban Form (YKR), which is a spatial grid-based information system maintained by the Finnish Environment institute. YKR is widely used in regional planning and research in Finland. Methodologically stable statistical methods make it possible to monitor the changes in the area of localities both in space and time. The YKR method also results in a more compact delineation of the densely populated area than the one produced by using the Nordic standard. The delineation produced by this method is also used by Statistics Finland. The Finnish title of this dataset is YKR Taajamat. This dataset belongs to SYKE’s open data collection (CC BY 4.0). The latest Localities dataset is available from SYKE's open information service. It is updated on a yearly basis. The dataset only includes information on population. However, the full dataset including all the information is available for the internal use in environmental administration. For internal use the dataset is also available from 1990 onwords at five yaer intervals and from 2010 onwards on a yearly basis. Purpose of use: Localities are produced by SYKE to support monitoring of urban form and spatial structure and are used as statistical localities. The division to densely and sparsely populated areas is one of the basic divisions used in the Monitoring System of Spatial Structure and Urban Form (YKR). Especially the development of densely populated areas (localities) has been important guiding element for the land use planning. Tällä menettelyllä on haluttu varmistaa muutamien taaja-asutuksen erityispiirteiden huomioiminen mahdollisimman hyvin: - Yksittäisten taajaman reunoilla sijaitsevien, kerrosalaltaan isojen ja toiminannaltaan taajamaan liittyvien rakennusten huomioiminen osaksi taajamaa, vaikka suora etäisyys tilastollisen taajaman ei olisikaan riittävä (mm. isot teollisuuslaitokset, varastot tms.) - Haja-asutukseen verrattavan harvan nauhamaisen asutuksen erottaminen pois taaja-asutuksesta - Taaja-asutuksen sisälle kuroutuneiden alueiden erottaminen erikseen taaja-asutuksesta (mm. taajaman sisäiset isot rakentamattomat tai harvasti rakennetut alueet, pelto- ja metsäalueet sekä vesialueet) Lähtöaineistona rajauksessa käytetään tilastoruutua (250 x 250 m) rakennuskannasta. Ruudukolle toteutetaan yleistys, jossa jokaiseen ruutuun lasketaan summa 1 km:n etäisyydellä olevien ruutujen rakennuksen lukumäärästä ja valitaan ne ruudut, joiden summa-arvo on > 39. Valittujen ruutujen sisältä toteutetaan uusi yleistys, jossa lasketaan vierekkäisten ruutujen summa kerrosalasta. Valitaan ne arvot, jotka ylittävät arvon 1499. Poistetaan ruudukon sisään jäävien tyhjien alueiden ruudut. Valitaan ne alkuperäisen rakennuskannan tilastoruuduston ruudut, jotka jäävät valittujen ruutujen sisään. The delineation of localities is based on the Monitoring System of Spatial Structure and Urban Form (YKR) and on the 250 x 250 meter statistical grid data and is implemented in several phases. First, the concentrations of buildings and population suggesting possible localities are sought. During the process, a series of generalization operations are carried out in order to implement a unified delineation of localities. The threshold values have been selected on the basis of examinations of several different sample areas and cross-sectional years so that regional differences are taken into account as well as possible. The main datasets used in the delineation of localities have been: - the number of buildings (agriculture buildings and holiday homes excluded) - the floor area of buildings (agriculture buildings and holiday homes excluded) - population and - the relations between the variables mentioned above measured in distance Through this delineation procedure, it is ensured that following characteristics of localities are paid attention to: - Single buildings with large floor areas that are located at an edge of a densely populated area and are functionally part of the area should be included in the delineation of localities. - Elongated and narrow settlements along rivers, roads or shorelines that are sparsely populated and resemble rural areas should be excluded from the delineation of localities. - Large open areas inside the localities should be excluded from the delineation (for example large unbuilt areas, sparsely built areas, fields, forests, waters). Processing history: Delineation method The delineation of localities is carried out using the statistical grid (250 x 250 m) of building stock and population. The grid cells that fulfill the following three conditions concerning population, number of buildings and floor area are selected as the base concentrations for the delineation of localities: 1. The number of buildings in the cell must be at least two OR the gross floor area of the building stock at least 300 square meters. 2. The total number of buildings in cells located within one kilometer from the cell in question must be at least 40. 3. The gross floor area of the buildings located in the cell and its eight neighboring cells must be at least 1500 square meters. The cells meeting the mentioned three criteria are buffered 250 meters outwards and dissolved to form continuous polygons. The polygons are then buffered again inwards 250. The last buffer is used to select cells from the original 250 x 250 meter grid: the cells that have their center point inside the buffered zone are selected. The selected cells that share an edge or a corner are dissolved to form the same polygon. Finally the population for the formed polygons is counted. Polygons with a total population of 200 or more are selected and classified as localities.
