Dataset description

The restricted areas are traffic restrictions imposed on the basis of the Off-road Traffic Act. Decisions on restrictions have been taken in the past by the old provincial authorities (until 1995), the free municipalities (1989-1996) and, since 1995, the Regional Environment Centres (now ELY Centres). Until 1994, the State Provincial Offices, the Regional Environment Centres (now ELY Centres) and the Maritime Districts of the Finnish Maritime Administration have been subject to restrictions on the public passages operated by the Finnish Maritime Administration until the end of June 1996. The material consists of restricted areas for off-road traffic. In addition to the demarcation of the regions, the materials contain information about the decisions themselves and the restrictions they contain. The material is part of SYKE’s open data (CC BY 4.0). The data product INSPIRE has been published. This data includes decisions on restrictions on off-road traffic, on which information has been received from the ELY Centres by 22 April 2021. Restrictions on fairways and restrictions on navigation outside the waterways are not included in this set of data. The responsibility for the maintenance of their spatial data sets lies with the Väylävirasto, which is also responsible for the distribution of the data. (The distribution of data on water traffic restrictions outside the waterways has been taken over by the Finnish Transport Agency as of 1 June 2020. The material was removed from SYKE’s open data on 6 April 2021 and from the internal use of environmental administration on 18.5.2021.) Purpose: To examine restrictions on off-road traffic on a spatial basis. Details of restrictive decisions can be found in the Final Documents. Restriction definitions were given by old regional administrative courts till 1995, free municipalities (1989-1996) and from 1995 onwards local environmental centres (Centres for Economic Development, Transport and the Environment or ELY-centres). Restrictions regarding for public water courses maintained by Finnish Maritime Administration have been announced by the previous regional state administrative agencies, from 1995 until June 1996 by local environmental centres (ELY-centres) and after that navigation districts under the Finnish Maritime Administration. The dataset includes land traffic restriction areas and additional information on the related decisions and restrictions and exceptions for restrictions included in the decisions. The spatial dataset including waterway restrictions and the water traffic restriction decisions outside of waterways is maintained by the Finnish Transport Infrastructure Agency, which is responsible also for the distribution of the datasets. The demarcation of the sites is mainly made using basic map raster or numerical coastline material on a 1:20 000 scale. When using the material, it should be noted that it contains partly overlapping objects and that the material is not legally binding. Due to overlapping objects, the data is not suitable for the calculation of statistics, for example. Detailed information on traffic restrictions imposed pursuant to the Off-road Traffic Act must be checked in the original decision documents. The restriction area delineations are done by using base maps in raster form or numeric coastal lines in scale 1:20 0000 as a source material. It should be noted that the dataset includes overlapping spatial objects and for this reason it is not appropriate for statistical analyses. The dataset is not leagally binding. The exact information for spesific restriction areas given in accordance to the Land and Water Traffic Act should be checked from the original decision documents.
