Dataset description

The statement of estimates by a local authority is a summary of the budgetary receipts and disbursements expected to be due in the financial year concerned (financial year, administrative year, accounting year) and income and expenses. The estimate is the binding basis for the implementation by the administration of the use of funds and the transfer of funds in the financing budget. For third parties, the estimate does not give rise to any rights or obligations. The use of the term ‘estimate’ not only serves to ensure uniformity of the designation, but also expresses the principle of ‘precautionary’. The estimate is drawn up in accordance with the current provisions of the Order of the Federal Ministry of Finance, which are governed by the form and structure of the estimates and financial statements of the Länder, municipalities and associations of municipalities (‘VRV’). With 1.1.2020, the “VRV 2015” enters into force, resulting in structural and substantive adjustments compared to previous years. In accordance with the provisions of the municipal regulations, municipalities are obliged to draw up an estimate for each year, without prejudice to the planning beyond the financial year.
