Dataset description

These tables show the most recent achievements of accumulated receipts based on cash in the current year. These outputs are compared with the most recent estimates of annual revenue and the situation of the previous year. These tables show cash-based revenues and ESA-based estimates, as these concepts are included in the general statement of the federal budget. These are all tax revenues collected by the FPS Finance, including revenues that are subsequently transferred to other public authorities or institutions, with the exception of local authorities. As indicated, cash-based revenue follows Belgian budgetary practices that deviate from the ESA-2010 classification included in the National Accounts and the “Detailed Inventories of Taxes” (European Commission). A disaggregated macro-economic model is used for estimating the most important categories of income (individual tax, corporate tax, VAT and excises). Estimates are based on estimates of explanatory variables (or economic parameters), issued by the Federal Planning Office (FPB) and (probable) revenues from the previous and current year. The revenue that serves as a starting point is complete and secure (in the case of an adapted budget) or partial (in the case of an initial budget), depending on the timing of the budget estimates. For estimates, cash receipts for the months realised are transposed into receipts on a ESA basis. For direct taxes, this implies that cash receipts are linked at the time of enrollment. In particular, technical corrections are applied and account is taken of the impact of new fiscal measures taken during the most recent or previous fiscal conclaves. These are both tax and non-tax revenue collected by the FPS Finance, as well as revenue that is subsequently transferred to other public authorities or institutions. In tab 1, tax revenue is divided, where appropriate, into current and capital revenues. The table contains the overall overview of total revenue (I), revenue transferred to the EU (II), revenue for the financing of the Regions & Communities (III), revenue assigned to social security (IV), revenue transferred to other institutions (V) and finally the Ways and Means (VI). The latter category is calculated as the difference between (I) and the sum of (II to V). In tab 2, the total revenue (I from tab 1) is shown in detail. Current tax revenues are classified as direct taxes (1.1), customs and excise (1.2) and VAT and registration (1.3). Each of these three categories is then further divided by type of tax. In tab 3, all revenue transferred, assigned and allocated per beneficiary is displayed: EU, Regions & Communities, Social Security and “Other”. For each of these beneficiaries, the amount transferred is divided by type of tax. In the case of transfers to ‘others’, the beneficiaries are also specified. The table in tab 4 has the same structure as in tab 2. However, we do not find here the total revenues, but the Ways and Means. These are the means that remain available to federal authorities after all transfers.
