Dataset description

The Social Cohesion Plan (SCP) aims to coordinate and develop a set of initiatives within local authorities so that everyone can live with dignity in Wallonia. The PCS, governed by the decrees of 22 November 2018 on the Social Cohesion Plan and the SCP as regards matters transferred from the French Community, has two objectives: from an individual point of view, reduce precariousness and inequality by promoting effective access for all to fundamental rights from a collective point of view, contributing to the construction of a society that is solidarity and co-responsible for the well-being of all. To achieve these two objectives, the plan is divided into coordinated actions aimed at improving the situation of the population in relation to social cohesion and the fundamental rights guaranteed in Article 23 of the Constitution divided into 7 axes: — the right to work, to training, to apprenticeship, to social inclusion — the right to housing, energy, water, a healthy environment and an appropriate living environment — the right to health — the right to food — the right to cultural, social and family development — the right to citizen and democratic participation, information and communication technologies — the right to mobility. The Plan is built on the basis of a synthetic indicator of access to fundamental rights (ISADF), a diagnosis of social cohesion (portrait of the municipality, analysis of problems/needs in relation to access to fundamental rights), and in coherence with the transversal strategic plan and other plans that concern the territory. The ISADF set up by IWEPS measures the level of social cohesion of each Walloon municipality. It reports on the access of the population of the municipality to fundamental rights. The third PCS 2020-2025 programme starts on 1 January 2020 and has 196 Social Cohesion Plans for 205 local authorities (169 municipalities and 27 CPAS), some of which have joined forces to implement a joint plan. Note: the 9 German-speaking municipalities are not eligible for the PCS because the decree, taking into account the division of competences, applies only to French-speaking municipalities. The indicator on WalStat shows whether the municipality has a social cohesion plan in place or not. [\2](\1). [\2](\1).
