Dataset description

By signing the “Convention of Mayors”, local authorities undertake to respond in a concrete way to the climate challenges identified in Wallonia: — the implementation of the Paris climate agreements, the regional decree Climate and the implementation of the Air-Climat-Energie regional plan — the Regional Building Renovation Strategy — the targets for the development of renewable energies. As signatories to the Covenant of Mayors, local authorities are required to position themselves, among their citizens, as exemplary leaders in energy efficiency and renewable energy sources. Within 2 years of the signing of the agreement, the municipality must have drafted its “Action Plan for Sustainable Energy and Climate” — PAED(C)-. This plan can be communal or supra-communal when several municipalities decide to do so together. The key indicator is a dichotomous indicator that distinguishes signatory municipalities (regardless of their state of play) and non-signatory municipalities. In the data file, several details are given: (1) What are the objectives for which the municipality has signed (2020 or 2030)* (2) Has the municipality already published its PAED, is it in progress (3) type of PAED (communal or supra-communal/grouped) * All municipalities that signed the agreement after 2016, are necessarily signed for the 2030 targets. Municipalities that signed before 2017, signed for the 2020 targets. Some of them have already moved to the 2030 targets, but not all, hence the coexistence of the 2 target horizons.
