Dataset description

This map gives an indication for each 10 m-cell within the Flemish Region whether or not it belongs to the space take, for situation year 2016. The concept of ‘space seizure’ is defined in the White Paper and the Strategic Vision of the Space Policy Plan as that part of space in which the biophysical function is no longer the most important. In other words, it is about the space occupied by our settlements (i.e. for housing, industrial and commercial purposes, transport infrastructure, recreational purposes and also parks and gardens). This definition is based on the definition used by the European Commission for ‘settlement area’ or ‘artificial land’, i.e. ‘the area of land used for housing, industrial and commercial purposes, health care, education, nursing infrastructure, roads and rail networks, recreation (parks and sports grounds), etc. In land use planning, it usually corresponds to all land uses beyond agriculture, semi-natural areas, forestry, and water bodies’ (EC, 2012). The space take, as compiled here, is based on the 4 levels of the ‘land use file 2016’. In particular, space take is defined by a combination of a number of land use categories at the different levels. This geodata layer was replaced in 2021 by a reworked version for condition 2016, in order to remain in line with the adjusted methodology used in the layout of state 2019. For more details about the creation of the underlying ‘land use file’ and the method of allocation to space seizure, reference is therefore made to the technical report ‘Landuse and space seizure in Flanders, condition 2019’, which can be found at https://archief-algemeen.omgeving.vlaanderen.be/xmlui/handle/acd/449392
