Dataset description

This synthesis map was created by the intersection of the total map of the facilities (state 2019) and that of the node value (state 2019). The total map with the provisions level and the total map with the node value were divided into 4 categories each using natural breaks, according to Jenks’ algorithm. These two maps were then crossed into one synthesis map, which ultimately consists of 16 categories of area types. Merging the node value and provisioning level into a single synthesis card has also been done on the basis of the natural breaks method, which has the great added value that it strives for a minimum loss of information when the original data is replaced by a limited number of types. The synthesis map thus gives the total score based on node value and provision level of each 1 ha site in the Flemish and Brussels Region in different categories, with the reference year 2019. For example, locations that are well equipped with collective transport and in terms of their level of facilities (in purple instincts, quadrant A), locations that score below expectations in terms of their level of facilities (in shades of reds, quadrant B), locations where the supply of collective transport is limited (in shades of blues, quadrant C) and locations that score limited on both characteristics (in yellow-brown shades, quadrant D). More details about the method of creating the underlying files and of the combination and classification, and for a summary of the legend can be found on the one hand in the final report of the original study (from 2016) which you can find via https://archief-algemeen.omgeving.vlaanderen.be/xmlui/handle/acd/230143 , and on the other hand in the additional report describing the update and (limited) modification of the methodology of the results for condition 2019 and that you can find via https://archief-algemeen.omgeving.vlaanderen.be/xmlui/handle/acd/743869 From the synthesis, locations can be derived with a high development opportunity based on their provisions level or node value. However, it cannot be inferred from this whether there are still opportunities for development in practice. It is possible that there is no room available for further developments in, for example, living and working, or that the capacity of an area has already been exceeded so that further compaction is not desirable. This dataset is merely the result of a research study. Despite its high research value, it does not have any policy value (and certainly no legal value). The Environment Department does use this data as input in the development of balancing frameworks for the operationalisation of a location policy for spatial development, while taking into account a lot of other elements in the consideration.
