Dataset description

Publicly available on the Agency’s website with the possibility to register users at different levels. The application Hlapivi Organic Compounds consists of two thematic units: “Volatile organic compounds in paints and varnishes” and “Emissions of volatile organic compounds”. The database shall contain information on manufacturers and/or importers of paints and varnishes used in construction and vehicle refinishing products, the maximum content of volatile organic compounds in paints and varnishes, the limit values for the content of volatile organic compounds laid down in the Regulation on limit values for the content of volatile organic compounds in certain paints and varnishes used in construction and vehicle refinishing, and the annual quantities of manufactured paints and varnishes used in construction and vehicle refinishing products placed on the market. In accordance with the Regulation, as of 1 January 2015, the database will contain, in addition to the data on the quantities sold and/or imported, supplied on BLV-1 and BLV-2 forms, information on the annual quantity of products that deviate from the limit values because they are used for the maintenance and/or renovation of buildings and old-timers that are protected cultural goods, and the quantities sold will be provided on the BLV-3 form in the database. The database shall contain information on the operators of installations using organic solvents or products containing volatile organic compounds. The database stores data on plants, i.e. activities in which organic solvents are used. For each installation, the reported data (types of organic solvents used, consumption of individual solvents — t/a, total annual amount of organic solvents used — t/a etc.), as well as data on emissions of volatile organic compounds (emissions in waste gases expressed in mg C/m³, fugitive emissions, total measured/calculated emissions, method of monitoring emissions) and data on the existence of abatement techniques shall be entered. Legal basis: Air Protection Act (OG 130/11, 47/14), Decree on limit values for the content of volatile organic compounds in certain paints and varnishes used in construction and vehicle refinishing products (OG 69/13), Regulation on limit values for emissions of pollutants into the air from stationary sources (OG 117/12, 90/14) Manufacturers and/or importers shall report annual data to HAOP using the prescribed BLV-1, BLV-2 and BLV-3 forms. Operators of installations using organic solvents shall submit to HAOP annual reports on emissions of volatile organic compounds using the required form. The database shall be continuously updated. Targeted beneficiaries: Manufacturers, importers, operators, Ministry of Environmental Protection and Energy, Inspection Services, Customs Administration, other administrative and public bodies and scientific and professional public.
