Rammer for etablering af butikker. Kommuneplanen fastlægger rammer for etablering af butikker i kommunens bydele. Københavns Kommunes mål for detailhandlen og lovgrundlaget for rammerne er beskrevet i retningslinjerne for detailhandelsstrukturen og den tilhørende redegørelse. Butikker skal som hovedregel placeres inden for de afgrænsede bymidter, bydelscentre og lokalcentre. Der er også udpeget områder, hvor der kan etableres butikker, som alene forhandler særlig pladskrævende varer. Uden for de udpegede centerområder kan der etableres enkeltstående butikker, som betjener et nærområde.
