Dataset description

The number of customers, deliverables and costs of services for people with disabilities in the six largest cities in Finland since 2004. Since 2017, the data has been combined with [development disability care comparison](https://hri.fi/data/dataset/kuuden-suurimman-kaupungin-kehitysvammahuollon-vertailu). The data contains information on services provided for persons with disabilities in the six largest cities in Finland under the Act on Special Care for the Persons with Disabilities (519/1977) and the Disability Services Act (380/1987). Persons with intellectual disabilities may also receive services organised by the municipality on the basis of other primary laws, such as the Social Welfare Act (1301/2014). As a rule, the material does not contain information on services provided on the basis of these other primary laws. The exception to this is transport services, which also include transport services in accordance with the Social Welfare Act. In addition, Turku data includes services in accordance with the Social Welfare Act. Services are also granted to persons with intellectual disabilities on the basis of the Disability Services Act (380/1987), and these services are included in the dataset as a proportion of services for persons with disabilities. The definitions agreed for data collection can be found in the tabs of the file. More information on the organisation of services in municipalities can be found in the report compiled by the Kuusikko working group, Kuukkokunta.fi. The services included are personal assistance, outpatient care services (transport services, housing support services and work and day activities), 24/7 housing services, family care for people with intellectual disabilities and institutional care for people with intellectual disabilities. The six cities are made up of the six most populous cities in Finland. In the order of population, the six cities include Helsinki, Espoo, Tampere, Vantaa, Oulu and Turku. The six working groups compare urban social and health services, employment services and early childhood education and care services. Data on customer numbers, deliverables, personnel and costs are mainly compiled from municipalities’ own information systems and financial statements. City experts agree on the most uniform possible definitions for data collection and implement the data collection in practice.
