Helsinki City Plan Maps are a collection of city plans that are in force and repealed by the City of Helsinki. City plans and changes to the town plan create the conditions for construction. The town plan regulates the purposes for which the area can be used and how much can be built. The city plan maps show the approved city plans and changes to the city plans. The maps show, for example, the boundaries of the town plans, the different town plan areas and the symbols.
The City of Helsinki moved to computer-aided (CAD) production of city plans in the late 1980s. However, until the 1990s, some of the town plans were drawn by hand, so the entire material is not available in vector form. The format is MicroStation DGN (2D). The material is also available in DWG format.
The [Helsinki map service](https://kartta.hel.fi/link/7V2dLb) provides downloadable vector-shaped city plans drawn up in the course of this millennium. Many of the formulas of the 1990s are also available in vector form. City plans older than this are not available in vector format.
The files can be found when the information in the city plan opens under Planning & Design > Valid > Location Plans > Location Plan Directory and click the link Formula Document. The short address kartta.hel.fi/link/7V2dLb takes directly to the map service’s city plan directory. Files can also be searched based on the city plan number at [ptp.hel.fi/avoindata/Helsingin_asemakaavakartat](https://ptp.hel.fi/avoindata/Helsingin_asemakaavakartat/).
