Dataset description

The population of Helsinki with a foreign background by sex and background country from 2017 onwards. Contains data on the population permanently resident in the municipality by age group. **Note** The definition of the concept of foreign background changed at the turn of 2016/2017. The data in these statistics are not comparable to those of previous years. ##Target and cropping Population is defined as a permanent resident population in a municipality. Persons who, according to the Population Information System maintained by the Population Register Centre (VRK), are resident in the municipality at the turn of the year belong to the population regardless of their nationality, as are Finnish citizens temporarily residing abroad. A person of foreign origin, i.e. a foreigner of origin, means a person whose both parents or the only known parent was born abroad. Persons born abroad who have no information on either parent in the Population Information System are also counted as having a foreign background. People with foreign background are divided into the first generation of those born abroad and the second generation of those born in Finland. A person’s background country is primarily the country of birth of the biological mother. Most parents born abroad do not have information in the Finnish Population Information System, but their background country is their own country of birth. A foreigner is domiciled in a municipality if his or her stay is intended to last or has lasted for at least one year. The asylum seeker will not have his or her domicile until his/her application has been accepted. Persons belonging to a foreign embassy, a commercial mission or a seconded consular office living in a municipality, as well as their family members and personal service, do not belong to the municipality’s population unless they are Finnish nationals. On the other hand, Finnish staff from Finnish embassies and commercial missions abroad, as well as those serving in the UN peacekeeping forces, are included in the population of the municipality. At the turn of 1993/94, in accordance with the Population Data Act (507/93), the population at the turn of the year replaced the previously used 1 January situation. The difference is that the population at the turn of the year has not been born and moved on the first day of the year. Prior to 1990, information on the life-written population was used. From 1996 onwards, all data on changes in the Population Information System of the Population Register Centre received from the end of January (1990 until the end of May and 1991-95 to the end of March) will be taken into account in the population information system of the first day of the year. ##Reliability of Information Information on the place of residence of persons can be obtained in the Population Information System via the notification of moving.
