Dataset description

The European eel stock replenishment regulation is an ambitious regulation but justified by the state of this population which has collapsed for more than 20 years. The recruitment rate is currently very low and mortality is above the generational renewal threshold. France has chosen to put in place an eel management plan. This plan is part of the recovery objective set out in the European Regulation. It contains measures to reduce the main mortality factors that can be addressed in the short term. It is the result of a compromise between regulatory objectives and the various interests that are involved in the management of the eel population. It consists of a main part of the work carried out at national level, and nine annexes each covering one of the nine Eel Management Units (UGA) of the management plan, including the Seine-Normandie UGA. Within the Seine-Normandie basin, a priority action area is set up on the most important axes and their tributaries where management actions must, as a matter of priority, have a significant impact on the eel population. Two levels are introduced into the priority management area in order to prioritise the State’s actions on the works: • level 1: priority rivers and their tributaries which are subject to a programme of works for the duration of the first management plan for the years 2009 to 2015, • level 2: priority rivers and their tributaries on which the eel is highly present, not subject to planned actions, but on which actions must be carried out in accordance with the opportunities of the first management plan.
