Dataset description

The Noise Exposure Plan is an urban planning document setting out the conditions of land use exposed to aircraft noise nuisances. The aim of the EPB is to prohibit or limit constructions in order not to increase the populations subject to nuisances. It anticipates the development of aviation activity, the expansion of infrastructure and the evolution of air traffic procedures by 15/20 years. It includes a presentation report and a 1/25 000 scale map showing areas exposed to noise. The significance of the exhibition is indicated by the letters A, B, C, or D. • Zone A: Very high noise exposure • Zone B: Exposure to strong noise • Zone C: Exposure to moderate noise • Zone D: Low noise exposure (required for some aerodromes) The decision to establish an EFP shall be taken by the Prefect. The approved EFP is then annexed to the local planning plan. The EPB may be revised at the request of the Prefect or on a proposal from the Aerodrome Environmental Advisory Commission. The aerodromes to be equipped with an EFP shall be those classified in categories A, B and C. These are also aerodromes listed on a list drawn up by orders of the Ministers responsible for defence, urban planning, civil aviation and the environment. Of the 600 aerodromes in France, 190 have a BDP. Regulatory texts • Urban planning code: Articles L112-3 to 17 and R 112-1 to 17 • Environmental code: Articles L571-11 to 13, R 571-58 to 65 and R 571-70 to 80 • Environmental code: Articles L123-1 to 19 and R 123-1 to 27 • Order of 28 March 1988 laying down the list of aerodromes not classified in category A, B or C to be equipped with an EPB as amended by the Orders of 17/01/97, 04/09/03 and 27/05/05 • Order of 18 April 2013 laying down the list of military aerodromes provided for in the fifth paragraph of Article R.147-2 of the Urban Planning Code
