Dataset description

Articom is a geomatics product that proposes a common qualification of the use of artificialised surfaces defined by Oscom (Observatoire des Soils at the communal scale). It is the result of a project emanating from the DDTM of Seine-Maritime which designed it as part of a partnership work involving the DRAAF of Normandy. Articom is built by crossing Oscom with the parcel table from DGFiP’s land files using a method inspired by the one developed by CEREMA (see CEREMA note of March 2018 entitled “Qualification of US 235 OCSGE Soil Usage by Land Files”). It is a vintage departmental geographical layer that takes the form of communal division according to the BD-TOPO® of IGN© (2012 edition). The objective is therefore to be able to estimate the use of artificial surfaces and its evolution at the municipal or supra-communal scale from the following 5 typological posts: ‘Residential use’, ‘Secondary activity’, ‘Territorial activity’, ‘Activity both secondary and tertiary’ and finally ‘mixed use (i.e. mixing residential use with secondary and/or tertiary activity)’.
