Dataset description

The SDCI consists of plans to create, modify the scope or merge of EPCI to taxation as well as plans to dissolve, change the perimeter or merge of municipalities or mixed trade unions, taking into account the guidelines laid down by law. Thus, Article 33 of the NOTRe Law sets a minimum population threshold of 15,000 inhabitants for EPCI with own taxation. However, this threshold can be adjusted without being less than 5 000 inhabitants, in view of the specific situations, for existing own-tax EPCI and perimeter projects from EPCI to own taxation: — whose population density is less than half the national density, and which are located in a department whose density is less than the national density. The minimum threshold of population is determined by multiplying the minimum population threshold of 15,000 inhabitants by the ratio of population density of the department to national density: 15,000 x (density) de/density nat); — the density of which is less than 30 % of the national density; — of which at least half of the municipalities are situated in mountain areas or all of which municipalities are located on an island territory; — including the whole of an EPCI with own taxation of more than 12,000 inhabitants resulting from a merger that took place between 1 January 2012 and the date of publication of the NOTRE Act. The scheme cannot provide for the creation of more than one EPCI with own taxation which would be entirely included in the scope of an existing own-tax EPCI. Finally, the scheme must take into account the deliberations creating new municipalities and deepening cooperation within metropolitan poles and balance poles territorial and Rural (PETR)
