Dataset description

Adopted on 13 December 2000, the Law on Solidarity and Urban Renewal (SRU) aims to restore social balance in each territory and to address the shortage of social housing. Article 55 requires certain municipalities to have a minimum number of social housing units, proportional to their residential stock. In case of proven insufficient efforts, deficit municipalities which do not meet their three-year catch-up target may be subject to a deficiency order issued by the prefect of the department. These communes, so-called carencées, are subject to sanctions: increase in financial penalties, possibility of taking over building permits, etc. Adopted on 13 December 2000, the Law on Solidarity and Urban Renewal (SRU) aims to restore social balance in each territory and to address the shortage of social housing.
