Dataset description

This dataset contains the areas of effect (surface) of potential accidents associated with Installations Classées Pour l’Environnement (ICPE) on the perimeter of the New Aquitaine region, subject to authorisation, not in cessation of activity and falling under the former DREAL Aquitaine as an inspection department. PLEASE NOTE: this dataset is not complete on the New Aquitaine perimeter, it concerns the former Aquitaine and Poitou-Charentes regions. The effect zones shall describe for the different types of effects (toxic, thermal and overpressure) all hazardous phenomena likely to occur, including their probability and intensity of effects, relating to the assessment and consideration of the probability of occurrence, kinetics, intensity of effects and the severity of the consequences of potential accidents in the hazard studies of licensed installations. (order of 29 September 2005) The circular of 4 May 2007 describes the new zones of effect of PECI subject to Authorisation (A). The new areas are distinguished according to the probability of occurrence of a dangerous phenomenon from A to E or unknown. These distinguish between the odds A, B, C, D and unknown and the lowest probability i.e. E. The new areas are as follows: 1) The zone of indirect effects by glass breakage (ZBV): zone of danger due to indirect effects on human life of overpressure effects related to glass breakage. This area has no direct correspondence with the old appellations embedded in the POS, and it must be taken into account even in case of overlap with other areas. 2) The zone of irreversible effects (Zei): area of significant danger to human life. It corresponds to the old names Z2 and often Z3 (the Z3 perimeter is not taken over when it can be justified by a slow kinetics) integrated into the POS. 3) The area of early lethal effects (Zpel): area of serious danger to human life (mortality per 1 % of the exposed population). It corresponds to the former name Z1 of the POS. 4) Significant Lethal Effects Area (SEA): area of very serious danger to human life (mortality per 5 % of the exposed population). In many cases, it is part of the industrial site’s right-of-way. This area has no direct correspondence with the old appellations but is included in the former Z1 perimeter of the POS.
