Dataset description

In 1935 Article 2 of the Decree-Law of 30 October 1935 provided for PSS (Submersible Surface Plan) to manage flood risk; These plans are public utility easements affecting land use and allow the administration to oppose any action or work likely to impede the free flow of water or the conservation of flood fields. The flooded areas listed in the PSS come from the observation of the highest floods in the study area. The Environmental Code states that the PSS are a flood risk prevention plan (Article L 562-6 of the Environmental Code). The SSPs are being revised. Eventually, they will all be replaced by flood risk prevention plans (PPRi). In Upper Garonne, all the PSS were approved by decree on 6 June 1951.
