Un rayon de 15 km est généré autour des agglomérations de plus de 15000 habitants en application de l'article L122-2 du code de l'urbanisme. Les communes sont situées à moins de quinze kilomètres de la périphérie d'une agglomération de plus de 15000 habitants au sens du recensement général de la population sont concernées par la constructibilité limitée. Pour les communes non couvertes par un SCOT applicable (=approuvé), un PLU ne peut-être modifié ou révisé en vue d'ouvrir à l'urbanisation une zone AU délimitée après le 1er juillet 2002 ou une zone naturelle.
