Dataset description

Law No. 2003-699 of 30 July 2003 on the prevention of technological and natural hazards and the repair of damage introduced the Technological Risk Prevention Plan (PPRT). This plan covers all the high threshold SEVESO sites defined in the classification of installations classified for the environment. Article L.515-15 of the Environmental Code specifies the scope of application of PPRTs and their objective of: “Limit the effects of accidents likely to occur in installations listed in IV of section 515-8 and which may have an effect on public health, public health and safety directly or by pollution of the environment.” The activity of the company TITANOBEL located in Mazaugues implies its classification as a high threshold SEVESO. As such, a PPRT was prescribed on 01 July 2009. It also affects the municipalities of La Celle, Tourves and La Roquebrussanne. In the latter municipality, the studies revealed that there was no risk. The PPRT was approved by prefectural decree of 1 July 2011. Depending on the hazard level, each area is subject to an enforceable settlement. The Regulation distinguishes different types of zones: — the “R red zone” which corresponds to a hazard level Very strong ‘plus’, Very strong, Fort ‘plus’ and Fort,-→ strict prohibition zone; — the ‘red zone r1’, which corresponds to a level of medium hazard ‘plus’ and ‘medium-→ prohibition zone’; — the ‘red area r2’, which corresponds to a low level of hazard which should be preserved from any urbanisation-→ restricted area of authorisation; — the ‘blue zone b’, which corresponds to a low hazard level -→ area subject to limited authorisation; — the “grey area”, which corresponds to the land right of the facilities causing the risk of this PPRT.
