Dataset description

Artificialisation can be defined as “the transformation of natural soil, agricultural or forestry, through management operations which may lead to partial or total waterproofing” (CEEREMA definition). This is a major challenge in Île-de-France where land pressure is high, including a significant need for housing construction and development of transport and rare natural, agricultural and forestry areas to be protected. The Sitadel database is managed by the Department of Data and Statistical Studies of the MTES. Information is provided by the Building Permit Instructors Centres. Indeed, any petitioner planning a new construction or the conversion of a construction requiring the deposit of a building permit, must complete a form relating to his project and send it to the town hall of the municipality where the works are located or the service of the competent State. The movements relating to the life of the permit (deposit, authorisations, cancellations, modifications, start-ups, completions of works) are detailed. Sitadel does not contain any raw data concerning the artificialisation but tells us the square meters put into construction declared each year and therefore what should be built in the coming years. This is another way to monitor the evolution of soil artificialisation.
