Dataset description

The departmental scheme for the reception of Travellers is rendered mandatory by the Law of 5 July 2000 on the reception of Travellers, Article 1 of which states: ‘In each department, in the light of a prior assessment of the needs and the existing supply, in particular the frequency and duration of the stays of Travellers, the possibilities for schooling for children, access to care and the pursuit of economic activities, a departmental scheme provides for the geographical areas of the permanent reception areas and the municipalities where they are to be carried out.’ In addition, the AGVS specifies “the destination of permanent reception areas and their capacity”. It must also determine the areas of major passageways: ‘places which may be temporarily occupied in connection with traditional or occasional gatherings’. The SDAGV sets the number of reception areas to be completed and the total number of places to be reached in the reception area. The AGVS is prepared by the Prefect and the Chairman of the General Council. It is subject to review every 6 years from its publication. Municipalities with more than 5,000 inhabitants must be included in the SDAGV, municipalities with less than 5,000 inhabitants may also be included if they have given their prior consent or if they have applied for it, thereby enabling them to benefit from the State subsidy. The development and management of an area carried out jointly by several municipalities is either through a transfer of competence to an inter-municipal cooperation structure or through an inter-municipal agreement.
