Dataset description

Plans for the prevention of natural hazards (PPRN) were established by the Act of 2 February 1995 on strengthening the protection of the environment. The objective of this procedure is to monitor development in areas exposed to a major risk. The PPRN is a document that regulates land use according to the natural hazards to which they are subject, from the prohibition on construction to the possibility of building under certain conditions. It makes it possible to take into account all risks, including floods which represent the most common natural risk in France, but also earthquakes, terrain movements, avalanches... The preparation of this document is the responsibility of the state to control constructions in areas exposed to one or more hazards, but also in areas that are not directly exposed, but where improvements could aggravate them. The scope of the Regulation covers not only new projects but also existing goods. The PPRN may also define and make mandatory general preventive, protective and safeguard measures. Generally speaking, the hazard is defined as “the probability of a given phenomenon, of a given intensity, occurring in a given territory, within a given reference period”.
