Dataset description

These areas are defined by prefectural decree of 18 December 2020, in the light of indications of presence or attacks. The amended Order of 19 June 2009 on the operation to protect the environment in rural areas concerning the protection of herds against predation specifies the procedures for this action. Are differentiated:- areas where predation on domestic livestock has been observed once or several times in the last two years, known as the ‘first circle’;- areas where preventive action is required as a result of the possible occurrence of wolf predation during the current year, known as the ‘second circle’. In order to limit attacks on domestic herds and to assist breeders who may be confronted with the presence of predators, support for enhanced guarding, nocturnal grouping of animals and the use of protective dogs is available in risk areas defined annually by prefectural decree (measure 323 c1 of the hexagonal rural development programme). The level of this aid and the commitments linked to it depend on the size of the herd and the duration of grazing in the areas of eligibility. The zoning “wolf” consists of 4 circles: — circle 0 determined annually by the co-ordinating prefect, which corresponds to the predation homes (communities having suffered more than 15 attacks per year on average over the last three years + pastoral smoothing); — circles 1, 2 and 3 determined annually by the prefect of department and submitted for the opinion of the coordinating prefect Circle 1 corresponds to the municipalities in which predation is proven. Can be classified in circle 1: • municipalities where at least one act of predation was found in 2019 and 2020 (while the old system provided for at least one attack in 2018 or 2019) • municipalities classified in circle 1 in year n-1, subject to an index of presence retained by the ONCFS in 2018 or 2019 (if the condition of number of attacks is not met, there is a need to comply with a condition of presence of the species); • communes enclaved between municipalities classified in circle 1; • municipalities bordering municipalities in circle 1 and are at high risk of predation (at least one attack in 2019 or 2020) Circle 2 corresponds to areas where preventive action is needed because of the possible occurrence of predation during the current year. Can be classified in circle 2: • municipalities bordering municipalities classified as circle 1; • municipalities classified in circle 1 the previous year, and which no longer fulfil the new conditions for classification in circle 1; • municipalities where at least one attack has been detected in the last three years (n-2, n-1 and n for any amending zoning by-law taken during the year); • communes enclaved between municipalities classified in circle 2. Circle 3 corresponds to possible areas of geographic expansion of the wolf where preventive action is encouraged as a result of the possible occurrence of predation in the medium term. Can be classified in circle 3: • municipalities included in departments already comprising municipalities classified in circles 1 or 2; • municipalities included in the departments bordering departments already comprising municipalities classified in circles 1 or 2; The conditions for classification in circle 3 are broad and subject to the assessment of the department prefect.
