__A from 2016 onwards the December duty month data are observed with a decrease of 6 months (final data) instead of 2 months (semi-definitive data). __ This dataset counts the beneficiary households with an entitlement to the Active Solidarity Income (RSA) in December by municipality. Until 1 January 2016, the SSA is paid monthly on the basis of the resources of the previous quarter which entered into force on 1 June 2009 in mainland France and on 1 January 2011 in the overseas departments. this benefit replaces the minimum integration income (RMI) and the single parent allowance (API) for those who are not employed. It provides a financial incentive for people with no resources who return to work (the RSA guarantees someone who takes up work that their income will increase). Finally, it complements the resources of those whose work gives them only limited income. The SSA is paid as long as the beneficiary’s income is lower than the maximum amount of the SSA. The amount paid may vary if the family, work and resources of the household change. Until 2016, the SSA consists of three components: The RSA base, the RSA base and activity and the RSA activity. Thus, the SSA covers a large population, since it concerns households with no resources, as well as persons receiving income close to the SMIC. Depending on its level of income from activity, a household is either a beneficiary of the ‘RSA base alone’, the ‘RSA base et activity’ or the ‘RSA activity alone’. a household entitled to the ‘RSA base alone’ has no income from activity (however, in the event of a takeover of activity, the beneficiary may cumulate wages and allowances for three months). the beneficiaries of the RSA base and activity have low income from activity and all their resources are lower than the flat-rate amount of income. Until 2016, the young RSA audience covers single young people under the age of 25 with no dependent children and paid on condition of previous employment (two years in the last three years). From 1 January 2016, creation of the Activity Premium. A new scheme replacing the employment bonus and the activity RSA and young RSA designed to encourage activity by supporting the smallest workers.
