Advice and advice from the CADA

This dataset contains the opinions given by the [Commission on Access to Administrative Documents](https://www.cada.fr/) (CADA) and its advice to administrations under the provisions of Book III of [Code of Public-Government Relations](https://www.legifrance.gouv.fr/affichCode.do?cidTexte=LEGITEXT000031366350) (CRPA). These data were released following CIMAP Decision No 25 of 18 December 2013 on the abolition of royalties for certain data sets. The 4,000 opinions and advice present up to the end of 2012 constitute a representative panel of requests submitted to the Commission since its creation in 1978. They are mainly concentrated in the years 2000-2012. As of the end of 2012, all opinions and advice are available. New opinions issued (and anonymised) are added as a new CSV file. Remarks: CSV files are encoded in UTF-8 and the field separator is the comma. They open without difficulty in the LibreOffice office suite in particular. Records whose “Part” field has the value “IV” correspond to the opinions given on behalf of the CADA by delegation to its Chair under Rules L341-1 and R341-5-1 of the CRPA, which do not give rise to a panel discussion. This field is given for a purely technical reason but its content does not constitute a meaningful data.
