Dataset description

The DREAL Bourgogne-Franche-Comté is responsible for Instruction of Territorial Air Energy Climate Plans (PCAET), the animation of the DDT network, directly in contact with the coordinating communities and monitoring with the Regional Council BFC. In CFB, 44 EPCI of over 20,000 inhabitants are subject to the requirement to develop a PCAET, and as such are coordinators of the energy transition in their territory. The regional map of the state of play of the PCAETs shows 12 EPCIs of + 5 inhabitants engaged, including 5 approved PCAETs — data updated to 28/02/2022. Updated version of the former Territorial Climate-Energy Plans (PCETs), territorial climate-air energy plans (PCAETs), resulting from the Energy Transition for Green Growth Act of August 2015, constitute a direct and operational declination of the Paris Agreement. As such, their aims are climate change mitigation and adaptation of territories to this development. More specifically, they aim to reduce energy consumption and greenhouse gas emissions, develop renewable energy and preserve or improve air quality. Declined at the level of the local authority, they are mandatory for EPCIs with more than 20,000 inhabitants and have a large impact on the latter’s competences (8 sectors of activity). Finally, the duration of their application is 6 years; beyond that, they need to be revised. Some of these plans bring together several public institutions for intercommunal cooperation (EPCI) because they are supported by a Territorial Cohesion Scheme (SCoT), a country or a centre of territorial and rural balance (PETR).
