Dataset description

In order to enable parents of young children to reconcile their family life with their professional activity, French family policy articulates various services and arrangements, one of the aims of which is to offer families free choice. ECEC is one of the key components of the care package for children under the age of six. They are the second form of formal reception after the kindergarten assistants. The purpose of this dataset is to take stock of the situation over five years of the reception offer made by these facilities, almost all of which are financed by the Family Allowances caisses via the provision of a single service (Psu). This state of play is based on 7 main areas of study: the count of EYEs over 5 years, the count of the offer of seats in EAJE over 5 years, the distribution of EJEAs according to the manager’s status, the distribution of EJEAs according to the opening year, the reception capacity of the EAJEs, the match between the offer and the activity of the EAJE and the operating expenses, the overall cost price and the cost prices charged to families. The various indicators are calculated at municipal, EPCI, departmental and national level. The dataset compiles the entire history (5 years), to select the reference year, use the variable DTREF. The geographical distribution of the proposed maps is still on the last known geography. Indicators according to the priority location of the city policy (QP) of EAJEs are part of the dataset. These indicators are calculated from 2016. The maps in this dataset have a symbol to identify municipalities with at least one EYJE located in QP, but this is not a geolocation of the EJEA (see the corresponding dataset). All the data mobilised comes from the CIF social action information system, which allows the management of the Psu rights of the various managers concerned. The Directorate for Statistics, Studies and Research (DSER) of the National Fund for Family Allowances (Cnaf) carries out the annual national statistical consolidation. In order to complete the knowledge of EJEAs, other data sets can be mobilised: • Addresses of EAJE (geolocation): http://data.caf.fr/dataset/adresse-des-etablissements-d-accueil-du-jeune-enfant-percevant • Number of places per type of mode of reception: http://data.caf.fr/dataset/nombre-de-places-par-type-de-mode-d-acceuil • Overall coverage rate: http://data.caf.fr/dataset/taux-de-couverture-global Atlas EAJE are available on Caf.fr (new version from 2016): http://www.caf.fr/presse-institutionnel/recherche-et-statistiques/publications/atlas-des-eaje
