Dataset description

Order 2016-2018 of 27 July 2016 provides that an evaluation of the CASs must be carried out to contribute to the development of the SRADDET. The themes addressed in the SRCAE are: * building * air quality * agriculture * spatial planning * transport * renewable energy * mode of production and consumption * adaptation For each theme, the document recalls the context, the orientations of the SRCAE and presents stocktaking elements. The second part of the study proposes general conclusions and some recommendations for the development of SRADDET: * The SRCAE, roadmaps for climate-air-energy policy, have made it possible to territorialise a policy previously largely within the national jurisdiction, but have remained insufficiently shared by the actors concerned, in particular the companies, partly due to a lack of precise steering. * Territorial climate-air-energy plans (PCAETs) delineating the orientations of the SRCAE at the local level have concerned only a minority of territories. However, emblematic operations developed throughout Hauts-de-France testify to a strong dynamic. The evaluation also identified the necessary conditions for the proper development and implementation of the AETCPs. This study calls for a useful and effective follow-up based on a limited number of relevant and realistic indicators.
