Source: Studies and Results No. 950, February 2016 Author: Elise Amar In 2014, the total net social assistance expenditure of departmental councils amounted to EUR 35.1 billion, an increase of 3 % in constant euros compared to 2013 and 9 % since 2010. Close to EUR 10.7 billion is spent on net expenditure related to the Pillar’s Active Solidarity Income (RSA) and the increased Pillar RSA, single integration contracts. This expenditure increases by 8 % in constant euro compared to 2013. They account for one third of spending on the four main categories of social assistance. Social welfare for children and the elderly is 23 % and 22 % respectively. Spending in these two sectors is almost stable in 2014: —1 % and 0 % in constant euro in one year respectively. Finally, the remaining 22 % relates to net expenditure on social assistance for persons with disabilities (EUR 7.1 billion), up 3 % compared to 2013. The expenditure on social assistance in relation to the number of inhabitants is heterogeneous between departments: it ranges from 360 to EUR 1 100 per year and per capita.
