Dataset description

Number of subsidised social housing in municipalities with less than 25 % of social housing since 2013 * * * Following the end of the delegation of aid to stone, the Department adopted its own strategy for the creation of social housing with the introduction of a new scheme approved by the departmental assembly on 20 December 2013. The departmental policy on support for social housing is structured along the following lines: * take into account the diversity of situations and products: Meeting the needs of the PLAI, PLUS and PLS funding categories * promoting social diversity and the creation of student housing; * implement the Department’s mandatory competences, paying particular attention to the creation of institutions for the elderly and the disabled. The Department’s intervention regulations are based on technical, economic and environmental criteria with the aim of promoting social diversity throughout the Hauts-de-Seine area and supporting the production of a new supply in municipalities whose social housing rate is below the minimum threshold set by the State. The Law of 18 January 2013 on the mobilisation of public land for housing and the strengthening of social housing production obligations raised the threshold below which municipalities with more than 1 500 inhabitants in Ile-de-France are subject to obligations to catch up with the production of social housing from 20 to 25 %. This dataset replaced two datasets published until 2012: The number of social housing units financed by municipalities under stone support and the number of social housing financed in municipalities with less than 20 % of social housing (see related data). * * Lexique * * SRU rate Article 55 of the Law Solidarity and Renewal Urbains (SRU) requires certain municipalities to have a minimum number of social housing initially set at 20 % and increased to 25 % in 2013. The annual breakdown of the housing rate of each municipality is commonly referred to as the SRU rate. MORE Social rental loan. PLUS is a category of social housing financing. PLUS funds the creation of conventional social housing. MR PLAI Rental loan supported by integration. PLAIs are intended for people in difficulty. They are home to households with resources that are 5560 % lower than the resource ceiling required for entry to a PLUS dwelling. SRP Social rental loan. The PLS is intended for middle classes. * * Related links * * Legifrance (law No 2013-61 of 18 January 2013 on the mobilisation of public land for housing and on strengthening social housing production obligations) (http://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000026954420) * * Related data * * Open data portal of the Department of Hauts-de-Seine [social housing financed in municipalities with less than 20 % social housing] (https://opendata.hauts-de-seine.fr/explore/dataset/logements-sociaux-finances-dans-les-communes-ayant-moins-de-20-de-logements-soci/) [social housing financed by municipality in the framework of the delegation of aid to stone] (https://opendata.hauts-de-seine.fr/explore/dataset/logements-sociaux-finances)
