Medical care for the elderly in Ehpad

Estimated at 2.5 million people in 2015, the population of elderly dependents could reach 4 million in 2050. Despite the Government’s desire to promote a “home turnout”, shelters for dependent elderly people (Ehpad) are central to the care offer, as they now accommodate about 600,000 residents — or 15 % of the population over 80 years of age. The overall volume of public spending on care and addiction in Ehpad increased by 30 % between 2011 and 2019 (almost three times faster than GDP), reaching EUR 11.24 billion in 2019. However, this increase in spending has not been sufficient to meet the needs of an increasingly fragile population. Given the challenges of adapting supply, a better understanding of the evolution of addiction-related conditions seems necessary in order to anticipate future needs and to design plans to meet the challenges. To this end, the Court suggests better integration of Ehpads into the territories, and strengthening the medical care within the territories, as well as the quality approach.
