Dataset description

**“Monitoring 70 % Clean Energy Package”****** The European Electricity Regulation, as part of the Clean Energy Package adopted in 2019, requires TSOs to be able to monitor the capacity of the network to be made available for cross-border trade by introducing an ambitious target of 70 %. According to the recommendation of ACER (Agency for the Cooperation of Energy Regulators), this monitoring is carried out, in each step of time, at the grid of critical network elements that are provided to the various capacity calculations for border trade within the European Union. In this context, RTE and CRE wish to make available to all, the monitoring data that are produced on the subject at the French level. SWE, Western Central Europe (CORE/CWE) and NIB are the 3 capacity calculation regions within the European Union, in which RTE participates (SWE for the border with Spain; NIB for Border with Italy; CWE for the borders with Germany and Belgium). For the SWE (border with Spain) and NIB (border with Italy) zones, find the following datasets: [Monitoring of trading capabilities at the French borders of the South-West Europe region in 2021 — Open Data Réseaux Énergies (Odré) (opendatasoft.com)](https://odre.opendatasoft.com/explore/dataset/monitoring-capacites-echanges-swe-2021/information/?disjunctive.valeur_ajoutee_a_appliquer_le_cep_70&disjunctive.maczt_superieure_a_70) [Monitoring of trading capabilities at the French borders of the Northern Italy region in 2021 — Open Data Networks Energy (Odré) (opendatasoft.com)](https://odre.opendatasoft.com/explore/dataset/monitoring-capacites-echanges-nib-2021/information/?disjunctive.valeur_ajoutee_a_appliquer_le_cep_70&disjunctive.maczt_superieure_a_70) _[ ](https://opendata.reseaux-energies.fr/explore/dataset/monitoring-capacites-echanges-swe/information/)_ The description of the borders is attached. Changes in the presentation of these data were made for 2021. The time steps corresponding to capacity calculation errors that do not allow the assessment of the 70 % CEP or errors in the monitoring tool used by RTE have been added to the 2021 datasets. They are represented by the term “Not provided” in the column “Name of the CNEC”. **“Monitoring Clean Energy Package 70 %”** **** The european electricity regulation introduces in 2019, a minimum threshold of 70 % of the capacity to be made available for cross-border trade. In the frame of this regulation, TSOs have to be able to monitor this network capacity. According to ACER (Agency for the Cooperation of Energy Regulators) recommendation, this monitoring takes place, on each Timestamp, on the critical network element provided by TSOs to the capacity calculation project at European Union level. Within this framework, RTE and CRE would like to share, in Opendata, the dataset produced on the subject on French level. Changes in the presentation of these data have been made for the year 2021. The time steps corresponding to errors in the capacity calculation that do not allow the evaluation of the 70 % CEP to be carried out correctly, or to errors in the monitoring tool used by RTE, have been added to the 2021 data sets. They are represented by the term “Not provided” in the column “Name of the CNEC”.
