Dataset description

This dataset contains the zones d' effects (surfacic) of potential accidents associated with Classified Facilities for l'Environment (ICPE) on the perimeter of the Nouvelle-Aquitaine region, subject to authorisation, not in cessation of #x27; activity and falling within the scope of DREAL Aquitaine as an inspection service. ATTENTION: this dataset is not complete on the Nouvelle-Aquitaine perimeter, it concerns the former regions Aquitaine and Poitou-Charentes. Effects shall describe for the different types of effects (toxic, thermal and overpressure) all the hazardous phenomena likely to occur, specifying in particular their probability and the intensity of their effects, relating to the assessment and consideration of the probability of #x27; occurrence of kinetics, of #x27; intensity of the effects and severity of the consequences of potential accidents in the hazard studies of classified installations subject to authorisation. (decree of 29 September 2005) The circular of 4 May 2007 describes the new zones d' effects of ICPEs subject to authorisation (A). The new zones are distinguished according to the probability of occurrence of' a dangerous phenomenon from A to E or unknown. These result in a distinction between probabilities A, B, C, D and unknown and the lowest probability, i.e. E. The new areas are as follows: 1) The area of indirect effects by glass breakage (ZBV): area of danger by indirect effects to human life of overpressure effects related to window breakage. This zone has no direct correspondence with the old appellations integrated in the POS. It must be taken into account even in the case of overlay with d' other zones. 2) The area of irreversible effects (Zei): area of significant dangers to human life. It corresponds to the old appellations Z2 and often Z3 (the Z3 perimeter n' is not taken up when it can be justified of a slow kinetic) integrated into the POS. 3) The area of the first lethal effects (Zpel): area of serious danger to human life (mortality for 1 % of the exposed population). It corresponds to the former Z1 appellation of POS. 4) The zone of significant lethal effects (ZELS): area of very serious danger to human life (mortality for 5 % of the exposed population). In many cases, it is part of the industrial site. This area has no direct correspondence with the old appellations but is included in the former Z1 perimeter of the POS. __Origin__ Digitisation from data and plans provided by industrial/operators. Digitisation on different repositories (BDOrtho, Scan25). This dataset was created on the perimeter of the Nouvelle-Aquitaine region during the heritage harmonisation project in 2016. It is produced from the assembly of data from the 3 former regions Aquitaine, Limousin and Poitou-Charentes.
