Dataset description

### ** Observatory of zoning of digital spatial planning** This free-to-use data is constructed from a reprocessing of ARCEP data on HD and THD deployments published in open data each quarter, as well as from a survey established by AVICCA among its members. The reprocessing of ARCEP data consists of: — establishment of percentage coverage levels and not in classes; — the margin correction (errors in the number of shots deployed) of the statistical data collected by ARCEP. A rate of 100 % or more does not necessarily imply an effective connection of 100 % of the premises, due to the discrepancy between the reference INSEE bases and the evolution of the construction of premises since the development of these INSEE bases; — intelligence of the end years of AMII deployments as reported by Orange and SFR in response to AMII 2011; — the information of the end years of the L33-13 deployments as declared by the operators in their L33-13 commitments, since those end dates correspond to 100 % FttH-connectable. The survey established by the AVICCA consists of: — the definition of the type of zoning to which each municipality belongs. This zoning being evolutionary on the one hand, and subject to occasional interpretation errors (corrected along the water, depending on the rises of members of the AVICCA or the national authorities) on the other hand, it may be required to evolve according to the information collected periodically; — the identification of operators present on a common data; by operators present, the AVICCA means an operator deploying and/or operating or planning to deploy catches in a given municipality. The different types of zoning are not intended to be exhaustive. Some types of zoning have indeed been deliberately ignored, due to too little occurrence of the situations encountered (e.g. municipalities located in RIP zone without plans for private FttH deployments but with the prohibition of deploying public FttH due to the partial or total presence of a modernised cable network). However, this list may have to evolve according to the requests of the local authorities concerned. **Request for rectification**: This open data comes from a first work of the AVICCA and may include errors from time to time. These can be found at the following address: [email protected], specifying the type of error found and the correction to be made, together with a justification for that correction.
