Dataset description

The “E-Phy” files provide access to all product data (plant protection products, fertilisers and culture media, adjuvants, mixed products and mixtures) covered by a marketing authorisation (MA) or a parallel trade permit (PCP). MA and PCP decisions have been issued by ANSES since 2015 and are posted on the ANSES website www.anses.fr in [the register of decisions](https://www.anses.fr/fr/content/registre-des-d%C3%A9cisions-d%E2%80%99autorisation-de-mise-sur-le-march%C3%A9-et-conclusions-d%E2%80%99%C3%A9valuation). These files are updated from the data published on the E-Phy website: [https://ephy.anses.fr](https://ephy.anses.fr). The data present in E-Phy are not enforceable. Only decisions published in the electronic register of marketing authorisations for products shall be authentic. **New June 2022:** 1) Modification of the arrangement of CSV files in ZIPs 2) Change of file names and certain columns 3) Adding PCPs withdrawn since 2018 in the file “commerce_permit_parallele” 4) Update of weekly data (on the night of Tuesday to Wednesday) **What do XML and CSV files contain?** The files are published by ANSES. The data are derived from the Plant Protection Products Management Database (PPP), Fertilising Materials and Cultivating Media (MFSC), adjuvants, mixed products and mixtures. XML and CSV files describe about 15,000 products authorised and removed: MA or permit number, trade name, product type, substances and related data (risk phrases, active substance content...), as well as the uses of the product. The so-called 120-day derogations are not integrated as they fall under the responsibility of the Ministry of Agriculture. _For CSV_ Files The data are available in two archives in ZIP format. These two archives contain identical data but with different character encoding (UTF-8 or Windows-1252). In each of these archives (“decisionamm-input-format-CSV-UTF-8” and “decisionamm-input-format-CSV-Windows-1252”), we find the following files: — File ‘products.CSV’: The list of products (excluding MFSC) authorised or withdrawn with their MAs, range of uses and function. — File ‘products_usages.CSV’: The list of uses of products (excluding MFSC). There is one line per use and product. The same product is therefore found on several lines (one per use of the product). The table contains authorised and withdrawn products, doses and other conditions of use. — File ‘use_of products_authorised’: The list of authorised uses of products (excluding MFSC). There is one line per use and product. The same product is therefore found on several lines (one per use of the product). The table contains only authorised products, but informs about all authorised or withdrawn uses of these products. — File ‘products_phrases_de_risk’: List of product risk phrases (excluding MFSC). — Substance_active file: The list of active substances (excluding MFSC). — File ‘products_condition_use’: The list of conditions of use of products (excluding MFSC). There is one line per terms of use and product. The same product is therefore found on several lines (one per product conditions of use). — Class_and_mention_danger file: The list of classes and product hazard statements (excluding MFSC). There is one line per class — hazard statement and product. The same product is therefore found on several lines. — File ‘mfsc_and_mixte_use’: The list of cultures of MFSC and mixed products (for the MFSC component). There is one line per crop and product. The same product is therefore found on several lines (one per product culture). — File ‘mfsc_and_mixte_composition’: The list of compositions of MFSCs and mixed products (MFSC component). — File ‘permit_de_commerce_parallele’: list of Parallel Trade Permits (PCPs) granted or withdrawn (since 2018). _For XML_ file It contains the data of the E-Phy site, for products authorised or withdrawn. The file is in an archive in ZIP format. A description XSD file group is available in this ZIP file to describe fields and relationships. _Cas absent data: the tag of missing data is deleted from XML, the data at 0 is present with the value 0._ **How to quote and reference these E-Phy data?** The data and information present are made available to the public by ANSES. They may not be reproduced in any way, without explicit reference to the source: “E-Phy — Anses data” with the data update date. The re-use of this data is possible under the freedoms and conditions provided for in the Open License. **What differences between E-Phy site data and downloadable data?** The data comes from the same stream of the Anses database. Downloadable data contains exactly the same values for the same file or site fields. The update of the data is weekly, according to the same frequency as the update of the E-Phy site. The update is done one day after that of the E-Phy site.
