This is a geolocated extraction of PARADES files managed by the MEDDE. the Minister responsible for transport and equipment is always responsible for the measures to be taken to ensure, in a situation of defence or civil security crisis, transport needs on the one hand, public works and building services on the other. It is expected that these resources will be made available to the Prefects for crisis management under their authority. In order to fulfil this obligation, the defence office of each departmental directorate of the territories carries out the identification of the main transport companies and public works and building companies capable of providing the resources incumbent on the Ministry. Under the responsibility of the departmental directors of the territories, the census, which is kept up to date, contains information collected at the local level and then integrated into a set of national files; referred to as PARADES (Support for the Census and Activation of Enterprises for Defence and Civil Security). The creation and management of these files were authorised by a Ministerial Decree of 1994, taken after opinion of the Commission nationale de l’Informatique et des Libertés (CNIL). The Defence and Security Service ensures accountability and follow-up at the ministerial level.
