Given the tension observed for several years in the private rental market, Paris wanted this device to be tested. A reference rent is fixed each year by the prefect on the basis of the rents recorded by the local rent observatory, which is itself approved by the Ministry. This reference rent depends on the location of the dwelling, its year of construction, the number of rooms and whether or not the dwelling is furnished.
