Dataset description

On 3 May 2016, the Court of Auditors published a report on personal health data managed by health insurance, requested by the Committee on Social Affairs and the task of evaluating and monitoring the Social Security Financing Acts of the National Assembly, in accordance with Article LO. 132-3-1 of the Financial Courts Code. The National Inter-Scheme Information System for Health Insurance (SNIIRAM) is an unparalleled medico-administrative database in Europe. Commissioned since 2004, it has been gradually enriched and structured, but its very important potential remains to be perfected. The quality of the base can be improved by reducing encoding fragilities and incomplete feedback. Efforts must be continued to reduce the risks that may affect data privacy and security. Moreover, the uses of SNIIRAM remain very limited in relation to health and financial challenges. In particular, the National Health Insurance Fund should make greater use of it, in particular to combat abuse and fraud by health professionals. To be integrated into the new national health data system established in January 2016, Sniiram remains the core of the health data system for a long time. To encourage their use for public interest purposes, secure existing ones, improve governance and ensure smooth access in a rigorous and open approach is a priority.
