Dataset description

The State Purchasing Directorate (GAD) publishes the procurement programming that departments will potentially have to carry out over the period from the end of 2020 to the end of 2023, excluding defence or security purchases. This publication responds to the desire to develop and improve dialogue between buyers and businesses, as well as to simplify companies’ access to state markets. It must enable them to better understand the potential purchasing needs of the State, to set up the necessary monitoring on the platform for the dematerialisation of the PLACE State’s procurement procedures (by registering for the email alert), to anticipate their participation in the opportunities of interest to them. This publication does not constitute a pre-information notice as defined in Article 31 of Decree No 2016-360, which State buyers may also be required to publish. In addition, the programming made available to undertakings is entirely forward-looking and non-exhaustive, is by construction subject to change and cannot under any circumstances be binding on the State services concerned. The programme published covers more than EUR 14 billion of potential public order from the State over the duration of the contracts. It covers purchases potentially planned by the State Purchasing Directorate, the 13 regional government procurement platforms and all ministries. It shall indicate the subject of the proposed purchase, the tranche of the estimated amount and the duration thereof, its organisational scope and the possible dates of publication of the consultation on PLACE and of notification.
