Dataset description

The LPA is a local indicator, which takes into account the supply and demand from the surrounding municipalities. Calculated at the municipal level, the APL shows disparities in the provision of care that a common indicator of density, calculated over much wider meshes (life basins, departments, etc.), will tend to mask. The field covers metropolitan France. Three LPA indicators are disseminated, each with an accessibility threshold (d0), a measure of demand (patient) and one measure of supply: 1\. APL to residential institutions for the elderly (EHPA: residential facilities for the elderly dependent — Ehpad; non-EHPAD elderly accommodation and long-term care unit — USLD): gives the number of beds in residential facilities for the elderly to less than 60 minutes per 100,000 potential residents aged 60 years or older. The calculation of the LPA at EHPA shall take into account: \- for the application, the number of potential residents aged 60 years or older (estimated by the product between the national rate of recourse to these establishments by age group and the number of inhabitants of the municipalities by age group); \- for the volume of care offer, the number of places (number of beds or capacity installed, permanent or temporary) in residential facilities for the elderly; \- an accessibility threshold of 60 minutes and a decrease in the appeal with the distance between 0 and 60 minutes. 2\. APL to residences autonomy: gives the number of places in independent residences to less than 30 minutes per 100,000 people aged 60 or over. The calculation of the LPA at independent residences takes into account: \- for the application, the number of persons aged 60 or over; \- for the volume of support offer, the number of places (number of rooms or capacity installed, permanent or temporary) in independent residences; an accessibility threshold of 30 minutes. 3\. APL for services providing assistance to the elderly (Sapa): gives the number of employees in a home help service for the elderly to less than 30 minutes per 100,000 people aged 60 or over. The calculation of the LPA in the Sapas shall take into account: \- for the application, the number of persons aged 60 or over; \- for the volume of care offer, the number of employees in home care services providing assistance to the elderly; \- an accessibility threshold of 30 minutes. These indicators are constructed from the following sources: the 2015 INSEE population census, the 2015 DREES EHPA survey, supplemented by data from the FINESS directory and the Directorate-General for Enterprise (DGE) NOVA 2015 database.
