Dataset description

Public development institutions (EPAs) constitute together with local public land establishments (EPFL), the public establishment for the development and reconstruction of commercial and craft spaces (Epareca) and local public development establishments, one of the four types of public establishment available to communities. They have an industrial and commercial character in common. EPAs are legal persons governed by public law with administrative and financial autonomy giving them the capacity and flexibility of private operators to carry out tasks of general interest. As public institutions, they are subject to the three principles of autonomy, linking to a level of administration and specialty. As such, they are subject to strict rules (state policy, public compatibility) but also to certain advantages (prerogatives of public authority, elusiveness of property, tax privileges). The urban planning code deals with public development establishments in Articles L321-14 to L321-28 and R 321-1 to R 321-22.
