Dataset description

Register for the prevention of conflicts of interest. The [Decree No 59-178 of 22 January 1959 on the powers of ministers](https://www.legifrance.gouv.fr/affichTexteArticle.do?cidTexte=JORFTEXT000000856038&idArticle=LEGIARTI000006530688&dateTexte=19590123&categorieLien=cid) provides, in its wording resulting from Decree No 2014-34 of 16 January 2014 on the prevention of conflicts of interest in the exercise of ministerial functions, that ministers or members of the Government placed with a minister who have considered themselves to be in a situation of conflict of interest inform the Prime Minister in writing. Decrees shall accordingly determine the powers which the Prime Minister or the Minister with whom the members of the Government concerned are placed in their place. A comparable arrangement is provided when the Prime Minister considers himself to be in a conflict of interest for the exercise of some of his powers. The [Decree No 2017-1792 of 28 December 2017 on the register identifying cases in which a member of the Government considers that it is not necessary to exercise his powers because of a situation of conflict of interest](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000036334126), adopted for the application of [Article 6 of Law n°2017-1339 of 15 September 2017](https://www.legifrance.gouv.fr/affichTexteArticle.do?cidTexte=JORFTEXT000035567974&idArticle=JORFARTI000035567990&categorieLien=cid) for trust in political life, specifies how to maintain an electronic register accessible to the public on the website “Government.fr” (known as “[Registry for the prevention of conflicts of interest]”) which will identify, as from 1 January 2018: (1) The delegations of the Prime Minister taken on the basis of Article 2 of the Decree of 22 January 1959; (2) Orders made for ministers on the basis of section 2-1 of the same decree; (3) Decrees made for ministers placed before a minister and for secretaries of state on the basis of Article 2-2 of the same decree; (4) Cases in which a member of the Government considered that he could not participate in a deliberation in the Council of Ministers because of a situation of conflict of interest relating to the matter under discussion.
