These environmental objectives are specified without being formally defined in Article 4 of the Directive. Nevertheless, the Water Framework Directive (WFD) recognises that this good condition will be difficult for a number of water bodies in Europe and provides for mechanisms for exemption from good condition in Articles 4.4, 4.5, 4.6 and 4.7. All exemptions should be justified on the basis of a transparent process.
