Residence permits, publication of 15 June 2021

The first residence permits correspond to the permits issued to adult foreigners following a first application for residence, but do not take into account renewals of titles even when they change their nature (for example, an alien entered on the “student” ground who would subsequently be “employee” will not be counted a second time as the first title. The data for the year 2019 are final. For 2020, the data are now provisional. In view of the time-limits between the lodging of an application and the issue of the permit, certain documents issued in the year are not yet recorded in the national management base for residence permits. They will be counted later, at the time of publication of the final data in January 2022 (see the bulk of immigration n°2021-66 on successive revisions). The stock of valid securities in circulation does not exactly correspond to the presence of a foreign national in the territory because the title remains valid even if the foreigner has left France.
