Dataset description

As part of DINUM’s expected support for the mission on data public policy, Etalab entrusted Inno³ with a study on the opening of source codes within Higher Education and Research (ESR). Inno³ developed a questionnaire that Etalab and the Open Science Committee relayed in September 2020. Inno3 relied on the results of this questionnaire and numerous interviews to provide an overview of the publication and valuation practices of source codes in the SRA, as well as a list of recommendations for the future. The whole was shared with the mission of MP Éric Bothorel, who relied on these elements. These elements extend a reflection that the Open Science Committee initiated in 2019 with the publication of an opportunity note on the valorisation of research software: the aim remains to initiate a broader discussion of these issues, which are now well identified. **Open science process** This study and the associated data are now made public in different formats: — report on [HAL](https://hal.archives-ouvertes.fr/hal-03125456) and on the site https://opensource-esr.pubpub.org/, — data on data.gouv.fr — directory [framagit](https://framagit.org/inno3/open-source-esr) for the source code/script used to analyse the questionnaire and to produce graphs. Concerning the questionnaire, it was made via limesurvey. The complete data were exported in csv and anonymised (deletion of columns whose information makes it possible to trace respondents to the questionnaire). Data analysis and graphing were performed using the Python programming language. A Jupyter Notebook is available (see repo framagit).
