Dataset description

Rural Revitalisation Areas (RRAs) aim to support the development of rural areas mainly through fiscal and social measures. Specific measures for economic development apply. The aim is to concentrate the measures of ' state for the benefit of companies creating #x27; jobs in the less populated rural areas most affected by demographic and economic decline. They were created by the law d' Orientation for Territorial Planning and Development (LOADT) of 4 February 1995. The reform of the ZRRs, passed in the amending finance law for 2015 (Article 1465A of the General Tax Code), simplified the criteria for classifying the territories taken into account. The criteria are now examined at the intercommunal level and lead to the classification of all EPCI municipalities. To be classified in ZRR on 1 July 2017, the EPCI must have both: — a population density less than or equal to the median of densities per EPCI; — a tax income per unit of median consumption less than or equal to the median of median tax revenues. For the DOMs, the municipalities classified in ZRR are defined by law. ZRR_2014: Informs whether the municipality is classified or not classified in ZRR following the decree of 30/07/2014. The municipalities indicated as partially classified are the new municipalities that result from the merger of at least one municipality classified as ZRR on 30/07/2014 ZRR_2017: Enters whether the municipality is classified or not classified in ZRR from 01/07/2017. The municipalities indicated as partially classified are the communes of the Hauts de la Réunion for which the classification is infra-communal. The mountain municipalities which are no longer classified as ZRR in 2017 but which, being classified in 2014, continue to benefit from the effects of the ZRR scheme under Article 7 of Law No 2016-1888 of 28 December 2016 on the modernisation, development and protection of mountain territories. Movement: Compares the situation between the 2014 and 2017 rankings: — &Never classified; concerns a municipality not included in the ZRR classification in 2014 or 2017 — &Newly classified; concerns a commune classified in 2017 which was not classified in 2014 — "N' is more classified & concerns a commune not classified in 2017 but which was in 2014 — "Rest classified; concerns a municipality classified as ZRR in 2014 and also in 2017 — &Mountain common benefiting from the effects of the device; concerns a commune which is more classified as ZRR in 2017 but which, being classified in 2014, continues to benefit from the effects of the ZRR scheme under Article 7 of Law No 2016-1888 of 28 December 2016 on the modernisation, development and protection of mountain territories. __Origin__ The list of municipalities classified as rural revitalisation zones (ZRR) on 1 July 2017 was published in the Official Journal in a decree dated 16/03/2017.
