Dataset description

The law of 14 November 1996 implementing the recovery pact for the city (PRV) distinguishes three levels of intervention: sensitive urban areas, urban revitalisation zones (ZRU), urban free zones (ZFU). These three levels of ' intervention ZUS, ZRU and ZFU, characterised by devices of #x27; increasing importance, aim to respond to different degrees of difficulties encountered in these neighborhoods. Sensitive urban areas are sub-urban territories defined by the public authorities to be the priority target of city policy, based on local considerations related to the difficulties faced by the inhabitants of these territories. Sensitive urban areas are defined in the PRV Act as areas “characterised by the presence of large ensembles or neighbourhoods of; degraded habitat and by an increased imbalance between habitat and employment”. The SSAs were determined on qualitative criteria (large groups, employment/habitat imbalance) by a joint analysis of communities and state. These areas are now part of the priority areas of urban social cohesion contracts (UCCS). In addition, the PRV Act states that ‘the areas of urban revitalisation correspond to those of sensitive urban areas... which face particular difficulties, assessed by reference to their situation in the region; agglomeration, their economic and commercial characteristics, and a synthetic index. This is established, under conditions laid down by decree, taking into account the number of inhabitants of the neighbourhood, the unemployment rate, the proportion of young people under 25 years of age, the proportion of people leaving the school system without a diploma and the tax potential of the municipalities concerned’. The old ZUS are archived and no longer appear in this dataset. __Origin__ A ZUS corresponds to an infra-communal district of;a city or agglomeration whose perimeter consists of road or street axes and cadastral plots.Each ZUS appears on a map using the SCAN25 which constitutes the only certified document of the ZUS perimeters. They are accompanied by a literal description street by street of the boundaries of the neighborhoods. The regulatory map at 1:25000 and the “street-by-street” description of the contours of the ZUS, can be downloaded from the ZUS http://i.ville.gouv.fr/divbib/doc/chercherZUS.htm.Le SG-CIV improves the location of ZUS perimeters using the geometry of the road network of the large-scale referential of l'IGN (BDTopo/BDAdresse). This better precision makes it possible to determine the addresses located in the ZUS. When the contours of the ZFU d' a single dataset use two different repositories, the field 'sourceGeometrie' is to be informed.
